Certificate Number is the identification number for a completed Health Certificate.
The format of the certificate number changed In the VEHCS 5.8 release to a 10 digit all numeric number, where the first digit is the fiscal year (0-9), the second two digits are the state FIPS code of animal origin, and the next seven digits are random numbers.
For example: 9511238753 could be a HC number endorsed on April 22, 2019 for animals originating in VA.
Prior to VEHCS 5.8, the certificate number was formatted as VS-XX-99-XX-999-99999999, where VS was a constant followed by -<2 letter State Code where the Certificate was Endorsed>-<2 digit Fiscal Year when the Certificate was Endorsed>-<ISO country code of the Consignee>-<Commodity Type Code>-<VEHCS Tracking Number>
For example: VS-PA-13-CA-001-12345678 could be a HC number for swine originating in Pennsylvania, going to Canada endorsed on February 14, 2013.
