Only VMOs can endorse a certificate.
To endorse a certificate, complete the following steps:
1. | Select the My VS Field Office Workload link located on the left side of the screen.
RESULT: The My VS Field Office Workload page appears. |
2. | Select the VS Field Office and Status from the drop-down lists. |
3. | Click the Search button.
RESULT: The certificates meeting the search criteria display in the table. |
4. | From the resulting list, click the corresponding Process button.
RESULT: The Creation of an International Animal Export Health Certificate, Certificate Details page displays. |
5. | Once the review is completed, the VMO will endorse the VS Export Health Certificate. |
6. | Click the Endorse button to endorse the certificate. You will see a pop-up. You will be asked if you are sure you really want to "Endorse" the certificate? Also, it will let you know that your Display Name will be printed on the certificate once Endorsed. The pop-up will also give you directions if you want to change how the name should appear on the Health Certificate. Upon endorsement, VEHCS generates the certificate number, applies the endorsing VMO's name and issue date, and updates the Certificate status to Endorsement in Progress. |
RESULT: One of the following Complete Certificate options will display
a) In-System Endorsement page appears for VEHCS defined and Universal certificates. (Steps 7, 8 & 9)
b) Upload VMO signed pdf for AV uploaded certificates. (Step 10)
7. | In-System Endorsement page. You will see 2 check boxes, first check box will say "I understand that by selecting "Endorse" below, I am legally endorsing this health certificate. The certificate will then be available to the issuing Accredited Veterinarian and accessible in the "VEHCS Certificate Viewer". Second check box will say "I agree that the health certificate is valid and, to the best of my knowledge, the information is complete and accurate. I understand that I am legally endorsing this document. Proceed to Endorse." Once you have consented to the checklist, "Endorse Certificate" button will appear. Click on "Endorse Certificate"
RESULT: The Complete Certificate - Certificate Payment (continue to Step 8) page appears. |
NOTE: If you are processing an Uploaded HC PDF the In-System Endorsement work flow will not be available to you.
8. | Enter the Certificate Fee if the Organization's pre-purchase Account should be used to provide payment. Deposits can be made to the AV's pre-purchase account by clicking the Add Funds to Pre-Purchase Account button. If an external system, such as the User Fee System, is being used to collect payment, enter 0.00 as the Certificate Fee. |
9. | Process Endorsement for AV Uploaded certificates |
a) Download a copy of the AV Uploaded Health Certificate (if not already done on previous screen).
b) Uploaded PDF Health Certificate: link to the Accredited Veterinarian Uploaded PDF Health Certificate that is replaced with ‘Download option is no longer available.’ When VMO’s PDF is uploaded.
b) | The Health Certificate number for this document is: [insert generated #]. |
c) | The certificate number is required to be added to the final VMO Signed PDF Health Certificate. VEHCS-generated certificate numbers are in the format of VS-XX-99-XX-999-999999999. Dashes must be included in the certificate number on the final VMO Signed PDF Health Certificate. |
d) | If you are physically signing the Health Certificate, manually write the certificate number on the original document at the time of endorsement. The final VMO Signed PDF Health Certificate including the certificate number and original VMO signature, must be scanned uploaded below. |
10. | To complete the certificate and generate the certificate itself, click the Charge Fee button.
RESULT: The Complete Certificate - Print Certificate page appears. The status of the certificate is now 'Completed'. |
11. | Click the Generate Original Certificate button to generate the official completed certificate without a watermark. If copies are desired, click the Generate Certificate Copy button. |
NOTE: If you are processing an Uploaded HC PDF, the uploaded PDF will be displayed; a VEHCS formatted HC is not generated for Uploaded HC PDF Certificate Types.
